BRIAN S. GARCIA

A land governance specialist with more than 20 years of experience working in government, NGOs and as consultant in the private sector on several land administration reform initiatives in the Philippines and the Mekong Region. He has extensive experience in land titling and administration, as well as property tax policy and administration. His area of expertise also includes program design and project management, grant management, training and organizational development. He served as the Policy and Practice Facility Manager of the Mekong Region Land Governance Project.

He is currently the Real Property Tax Policy Expert of the ADB funded Local Governance Reform Project (LGRP) of the Department of Finance – Bureau of Local Government Finance (DoF – BLGF).
